Wow. I've been using his page for EVN and forgot he also has it for EVC. <edit> What version of EV did he use for his site? Those don't look like the pictures of rebel ships in the shipyard, and I remember the Mantas had three missiles, not just one.

Ok, since no one else is doing anything, I'm taking control of this. 1. Moderators are Luke, General Rak, and myself. 2. No new ships. This is supposed to be a stock EV thing (exception to be noted later). 3. To be honest, I'd prefer to have this take place in the middle of the civil war between the Federation and the Rebellion. That way we don't have to screw around with ships. If not, the only change will be that Confed Cruisers carry Manta's instead of Patrol Ships. Official ship stats will come from EVula's Survival Guide. 4. We need someone to take the basic EV map and modify it so that there are systems for the Aliens to come from. 5. Aliens obviously need their ships parred down slightly. Less shielding and slower recharge, but not by much. They also get one new ship, a destroyer or frigate. We also need prices calculated for them. 6. For the moment: Each player will receive $2 billion to purchase a fleet. All players, Aliens and Pirates excluded, must place their fleet, stating where it is located (starting off in one of their systems). Aliens and Pirates must start in one of their own systems or an uninhabited border system. 7. Planetary defense forces: Each planet will have it's own defense force consisting of fleets the following sizes: $50 million for Rebels, Pirates, and Indies and $100 million for Confeds and Aliens (this offsets the price differences). Capitals have twice the defense.

That all looks fine, but the Rebels should get $70 million for defense fleets, IMHO.
Note that I will be as neutral as possible. I believe I'm the only mod without a character in the story, so I get the final decision in arguments. I can be flexible; just use your common sense.

I'll bump it up to 60 million, but I think that the destroyer is simply so effective (when used competently) that it's value is really double it's price.

Actually, I'm going to change that a bit. Aliens, Confeds, and Aliens get 2 billion for each fleet (subject to change). Indies get 250 million and Pirates receive 500 million.

Cruisers do not come with Manta's, they must be bought separately. And no Gunboats, since they are based off of Patrol Boats.

We can work out a deal (after all, even the game says that Atinoda is very picky in who it sells the vessel too). Drop me an e-mail and I'll discuss it with you.
Now, several notes:
1. Can Atinoda have built a medium sized space station / mining complex in Farazon? It seems only fair that Atinoda be allowed to have a system under its control like everyone else.
2. I think that Atinoda (and perhaps everyone else) should be able to buy their own ships at reduced cost. After all, it is only reasonable to assume that most ships are sold at a very much inflated price from what it costs to build them. Say 30% off. This would also allow me more options in deciding how I market my products (i.e. 8-9 million for friends, higher for single orders, etc.). After all, I am playing this game from an economic prospective, and need economic flexibility.
3. Finally, I think it is only reasonable to allow Atinoda to acquire Blazitron. At the moment, we only have a single ship in the stable, and it is outfitted with Blazitron Lightings. Acquring Blazitron (likely a small, inexpensive purchase) would make things a lot easier, rather than interacting with an NPC (which would yield the same results, but with more difficulty).
4. Here is an initial sketch of my fleet.
If point two is ratified:
Fleet One: 2 Kestrels - 14M 4 Lightings (separate) - 2.8M 4 Bulk Freighers: 4.8M
Fleet Two: 3 Kestrels - 21M 6 Lightnings (separate) - 4.2M 8 Argosies - 6M
Fleet Three: 10 Kestrels - $70M 20 Lightnings (separate) - $14M
Misc.: 4 Argosies - 3M 2 Bulk Freighters - 2.4M 10 Clippers - 4M
