When I test my game my hero goes under the layers e.g. Walks under a bridge and under layers that he is allowed to walk on. What is going on???

Sounds like your layering is not set up correctly. When you open the Map Editor, the layers are listed along the left side of the window. Layers listed above the <<PLAYER>> layer will always be behind the player (and other characters). The one layer directly below <<PLAYER>> will be depth-sorted - if a character sprite is further down onscreen than a graphic in this layer, the character will appear in front; otherwise, the layer graphic will. All other layers below this one in the list will always appear in front of the player and all other characters.

Yes, as Glenn said, you need to be in the map mode.
You can see and create layers. At the bottom of the map window, under layers are blue icon buttons. Once you've created just one layer, the <<PLAYER>> appears. You can move <<PLAYER>> up and down layers using the blue buttons.
This way, Coldstone lets you do all sorts of things using layers, like walking over shadows but not over buildings.
