Where is the staff found and what are its stats?

From Stark's PoG Walkthrough and Compendium (boy it seems to come up often these days):
Staff of Lordship: Very potent weapon that calls down lightning upon multiple foes. The staff can only be obtained at the end of the earth-friend quest.
As to where it is, I don't think that Stark want's to tell. I haven't found it myself (yet, but I do think that I'm close. Just have to... oh, but that would spoil the fun). But I know a few rumors from Quarius might help you...

Stark, if I am saying too much then please delete this post.
I am sure that I am close because Stark's Walkthrough gives a few subtle hints, even though it doesn't describe the Earth-friend quest (which, in a topic posted some time ago, Stark said isn't actually a quest).
