Listen, there are only so many graphics designers out there. Most of us are already involved in projects at the moment. People need an incentive to know that their hard work wont just go to waste - it takes a lot of work to make good quality graphics!
Heres an idea... Make some good quality plugs with the default scenario ships and release them. Then when people see that you are not just going to waste their free time then maybe they will work for you. I mean, seriously - at the moment we dont know whether you will actually make anything. People could spend hours of their personal time to make good graphics for something that will never see the light of day.
