For Nova, there's (url="http://"http://homepage.mac.com/dr_ralph/index.html")w00tware's NovaTools(/url), a VERY good batch of apps and ResEdit companions. ResEdit is available there, too.
All the others aren't worth looking into.

Try the add-ons section. If you want to make plugins for EVO, you have two choices:
(1) Download ResEdit and the EVO Bible. This is the best long-term solution as ResEdit is stable and reliable. However, this approach is, despite what people may say, quite confusing and complex for a beginner such as yourself. I recommend you try option 2 to get the hang of it, then move to this option.
(2) Download EV-Edit. EV-Edit is an easy-to-use plug development application, but it's unreliable and can corrupt big plugins. Use it to get a feel for how EVO works, but don't try making any big plugs with it.

Iwould have to agree....most of the other tools are incomplete and buggy. With exception of the Pontus tools... EV/EVO Developer's Map, and EVO Formula Calc (the latter you need a small grain of salt with; it gives absolute numbers for resources that have only a recommended range). Mission Computer, so far, is showing itself to be competant and bug-free and I do expect great things from it. Plug Checker, also, does fine work, but you do need to know your bible to make use of the output. It can save you some of the frustrating boot-and-debug cycle on a larger plug. I can't speak to wootware as I haven't gotten around to a Nova plug yet.
For everything else, though, I second the above. Save yourself the headaches and don't even download. Out of compassion for the struggling programmers, I won't name names, but I will say I actually paid registration for one before finally giving up on it.

I don't think you get any "registration junk mail email" when you sign up for an account, except for 1 email telling you your password.
