who has that really beastly tech level?

A lot of Sol's stuff is from special tech levels. Most of Sol's offerings are available on Pashlife, but you'll need to find a pirate system to purchase proton turrets (but only one pirate system sells them, and I'm not sure which one).

Ruby, Spica, Stardock Alpha, Nittiftuo (EV Destroyer 2.0), Edargpu Station(EV Destroyer 2.0), and I forget the rest.

I think Kathoon or somewhere near there has a pretty high tech level. I think its Kathoon where you can purchase a kestrel, but they only have shipyard, no outfitter.

Spica has proton turrets and bombs, Palshife has nearly everything else. Port Oread has a high level.

It's Yemuro, one jump west of Kathoon. Evildrome in the NGC-0595 system has some very nice stuff as well.

The Pirate systems deffinately have lots of kewl stuff. Other than Sol I've only been able to find Startdock Alpha and Ruby.
