If you look in the EV Data file, you're going to be confused. There's so much confusing stuff... Here's 2 questions which have never have been asked before.
1. What is NoEP Rebellion ? some beta government? I think we need ask Matt Burch. This is the most confusing thing that exists in EV. It is govt resource ID 153.
2. What is Regusition Escort button? a beta feature? Is it that you can get escorts by hailing ships and you don't need to go to Spaceport Bar. That would have been cool, if it hadn't been dropped... Another confusing feature. It is PICT resource 7067.

That button was used for getting escourts from the first EV then this EV changed it to select in the screen and it probbly was forgotten to be taken out like the 'Back Room' Button.

It is the government of all the Escort Carriers that randomly appear after you do the Destroy Escort Carrier missions. (The escort carrier is a bulk frieghter that launches Mantas.) This means that they do not appear as rebellion, and according to the govt resource they aren't allied with the rebels, so killing them won't hurt your rep with them. Although it's probably not going to be too good with the Rebels anyway if you've even gotten to the escort carrier missions.
For some reason, his Burchness didn't give the NoEP Rebellion any comm IDs, so they don't appear as Rebel, either.

I believe it stands for 'No Escape Pod Rebellion', meaning that përs ships of that government won't launch an escape pod, but will still reincarnate.

That's one of the extra buttons... I don't have any details on it specifically, but here's what Matt had to say on the extra buttons in general:

In an early version of EV, there was a Back Room button in the bar that would lead you to what was basically just a copy of the existing Mission Computer window but filled with more "unique" missions. It was exceptionally lame, hence the thing you see now in which people come up and "talk" to you in the bar via pop-up dialogs.
The Demand More button may have been intended to have something to do with tribute or giving fuel to AI ships - I really don't remember, and I don't think any code was ever written that had anything to do with it.
Once those buttons crept their way into the EV data files, they stayed because we either didn't notice or didn't remember to take them out. Interestingly, during most of the development of Override, those buttons were gone - but sometime prior to the release they snuck back in somehow! Since the buttons are handled differently in Nova, I would hope that the phantom buttons will now be well and truly gone.
DLOG resource 4005 will probably stay, however, since I know David Dunham just loves answering email about it.

I always figured that the idea was to allow you to requisition unpaid escorts from planet's you've dominated, or maybe from a government you worked for, but as far as I know it wsa never implemented.

I trust you're using a copy of the data file. Otherwise messing around in the original can be "dangerous." Believe me, always make a copy of any data file/plugin you're using before opening it up. It's much safer that way.

yea i didnt make a copy and now i cant get into EV cuz my computer crashes,
Sorry to hear that. If you've kept either the downloaded (stuffed/zipped) file or the installer for EV, as I have, then it's no problem to install a new copy of EV. Just make sure to make a "keeper" copy of the data files. Keep all these in separate folders. Hope it works out for you!
Actually, what I do (for Nova, that is; I haven't done anything with EV resources in a LONG time) is just create a new folder and duplicate all of the data files in there. That way, should I ever slip up and delete a resource (just because you didn't save the changes doesn't mean that they weren't saved), I can just re-copy the file, so I have accurate copies and safe originals for game use. It's a lot faster than unstuffing an entire file when you just need a single file.
