About the just plain battle match type idea... Didn't someone already make something like this? It was called Helian Battle or something... A pretty nifty game, actually. You played over a network, and you battled another guy in a helian, from EVO. Maybe the guy who made that would make something more sophisticated if you asked politely (or begged, or nagged, or gave sexual favors, or whatever).

You're right. Only one moderator has posted so far, in nearly a month. So, to break that impressive record, here comes a grouchy, tired moderator posting at 1AM: ( :D)
1. Has a single person who knows anything about programming posted here yet? It a lot harder than you think. The closest to EVMP we are at the moment is Corun's edition of Helian Wars, which currently supports a very dodgy 2-player online arena with one ship and one weapon. Not really EVMP.
2. I would estimate 200 EVMP projects have been discussed (I've been moderating the EV Developer's Corner for 2 1/2 years, and ran the independent Developer's Board for nearly 2 years before that) and 10 have been started properly. The fact that Corun's Helian Wars is the farthest anything has come so far demonstrates the futility of hoping for a full EVMP any time before the Apocalypse.
3. The server infrastructure required means that the backing of a reasonable sized company is essential, so Ambrosia support would be essential if you wanted to use EV graphics or code. This isn't going to happen in the foreseeable future.
