I think we should go by the 20M for colony world, 40M for a core world, and 100M for a capital world (Sol gets 200M) income every three pages. This is how much defense fleets will be worth, and this seems to be a fair figure.

10 Kestrals 40 Modified Argosies 5 Lightnings 5 Rapiers Flagship: Hell's Wrath (A Kestral with 4 lightnings, will be upgraded to a Pirate Heavy Kestral once that ship class is developed.)
Will that work?
The Kestrals and Argosies add up to 80M credits; I'll go see what the fighters will cost.
Fighters are 3.25M.
