Are there any written official rules, I started to read the BSF III discussion as it seems to be simillar in kind to this story, but I have not yet found any. My search continues.

No official rules yet. But the BFS III rules are pretty much what we are basing them off of, with a few additions like how to calculate fleet prices. (url="http://"http://home.attbi.com/~e-gamerguy1/bfs3/rules.html")Here are the old rules for BFS III(/url).

The rules aren't all that bad if you stick by them, its when people do things not covered in the rules that the story gets out of hand. It is for these instances that we need unbiased mods.

Correct. I have been here...just haven't posted for a while. The list of Confederation of Republican Worlds players and their positions is the following:
GR: Prime Minister of Confederation; Supreme Commander, Confederation Naval Forces - Has to power to command all military forces and override junior officers
VAI: Supreme Offensive Commander; Marshal - Has to power to assume command over any strike or offensive operation
LA: Governor, Antares, Sirius, & Tau Ceti; Vice Admiral - Has the power to command the defense fleets of the above planets
JD: Roving Offensive Taskforce Commander; Grand Admiral
AS: Supreme Rebel Theatre Commander; Admiral - Has the power to take command of any defense fleet within his sphere of influence and the juristdiction to control any fleets in the Rebel Sector
BTW- I would like to propose the following ammends to the rules:
Fleets can be divided into infintesimely small units that can be used to fight all across the galaxy. This is "fair," considering the freedom of this story, and it would help relieve the limits the governmental spending power rule induces.
Also I would like a clause to be included giving governments the sovereign power and authority to organize and structure themselves as they please. This is only fair.
And about the starting date...give me until 4/26, as I will be VERY busy until then. Also I need time to prepare my side for combat.

The proposition of dividing major fleets in smaller can be useful to dispach them rapidly to certain location in the univers, but keeping track of them might become tricky. By naming these originally units it could be some what easier.
About the politic on grade and power, I am fine with it as long as not men are supreme commanders...
As for the rules, they are logical and allow vast possibility.

General Rak, what exactly do you mean by saying that governments should have the ability to structure themselves however they wish? And completely off topic, but are you involved with the military at all? Just curious.

What I mean is that governments should be able to organize themselves with whatever hierarchy of power they wish. For example, having a player act as, oh, Minister of Finance, and giving them the ability to spend money in a pinch. Or giving players the specific power to override any other players within their specific sphere of influence.
For example, take the Confederate Supreme Rebellion Theatre Commander. He has the power, as the C-in-C of the Rebellion Theatre, to take command of any fleets in his sector (the Northern Confederation Border). He can also force an injunction on non-critical operations if he needs them to stop for him to initiate a critical operation. He has the power to sequester assets from neighboring fleets if he needs them, as well. Mind you, he must use these powers intelligently and his actions are reviewed and monitored by the Confederation Fair Use committee.
