There are a couple of plugs that let you use the hawk. I'm not sure if it's any good, but I read that there is a plug that improves it to make it more playable. Plus they look really cool.
In standard EV, you can't buy a Hawk for your own use. The only "honest" way you could pilot one would be to disable one in combat and then appropriate it.
If that doesn't suit you, there's always "EV InstaShip" from Plunger Software. It will alter your pilot file to grant you the ship of your choiceeven a Hawk! There is one very important caveat: you get only the ship (with its specific cargo/space considerations), not the standard weapons. Not that the Hawk has a lot of weapons, of course

PlanetPhil is correct. Fight a named pirate argosy (or a named argosy for that matter) and then you will have a shot at taking out the hawks that accompany them. Aren't tough to beat at all.

I try to avoid flying fighters - they have no cargo room for "privateering" from Confed ships.
