first when i make a tile picture in a map it shows up half size and makes the map look realy repetitive?

It sounds as if your tile (the actual graphic) does not EXACTLY match the dimensions of the ground tiles that you define in your map (change dimensions). If your ground dimension in your map is 96 x 96, then you have to have your tile be 96 x 96.
There is no easy answer to your next question. There's a plug-in from Flaming Pear called Tittesion (I'm wrong on the name here), that you'll need to purchase in order to easily make ground tiles in Photoshop.

i have tryed making the tiles bigger but they show up same size
It still sounds like the map dimensions are wrong. Try changing the size of your ground dimensions in your map, not your graphic, to match the size of the graphic.

It's not the size of the map that makes a difference, but when you are in the map editor, click and hold on the button that says "Tools" in the top left corner of the editor, slide across to "change map dimensions" and a new box opens. There you will find a place to enter tile dimensions. Movement tiles are usually 32 x 32 pixels. Ground tiles are usually 96 x 96 pixels. The box opens with this last being set at 32 x 32, but needs to be changed.
Other dimensions are possible, but until you are sure of what you are doing, I don't recommend it. In your graphics program, I suggest you set the picture size to match the 96 x 96 pixel dimension of the ground tiles.
