Does any one know where I can get a program that allows me to convert 2D graphics into 3D graphics?

Eh. What exactly are you asking? Are you looking for a program that allows you to import 2-D graphics and instantly export them into 3-D graphics? If yes, then you likely aren't going to find one. If you want the above, but you have to create the third dimension, then perhaps.

There is one... I dont really know what it is called, but you will have to take many pictures in many perspectives of something (a house for example) . Then the program can create a 3D graphic for it. But as I said, I dont know what its called...

Ah yes! I remember seeing that in MacWorld. You take several pictures of an object and give the program the the length of one dimension and it does the rest for you. It was about $600 I think.

Yeah, I read about it in macworld too. I have just checked and the name of the program is "imagemodeler".
There's also Canoma, a Metacreations product that was bought by Adobe when they split up, and they've not done anything else with it. I've seen several others, all hovering around $1000 USD (or more) in price
