If you purchased Coldstone, it came with a slew of graphics for NPCs.
Some people use Poser.

You have to have about six pictures going in each direction lined up in a specific order which is given in the manual.

You can also have 4 pictures if you only want to have the NPC only able to mavoe up, down, left, and right. Also make sure that the picture files are in ether .pic or .png format.
