I have some animated files of dirt in my TOOLS folers in the Pictures folder. What are they? Can they be used from that position? If so, how?

In brief, ground tools are a way to make ground tile layout quicker and easier. For example, "WaterGrassTool" is used to add water tiles to a map consisting of grass tiles - it will automatically fill in the appropriate grass-water boundary tiles around any water that you add with it, saving you the trouble of doing so manually.
