Where's the Hate?

I'm trying to do one of those missions where a government spontaneously hates you. However, the darndest thing happens.

Okay, so I have a mission: "go here". Comp gov: 128 (Federation), Comp reward: -3000.
The systems say "Fugitive" as my status. That's fine, however, they're all still blue, they'll let me land, and none of the fed ships attack me. I checked; the dudes and spobs are all set to 128. This should be more than enough to incur their ire. Does anyone know what's the deal?

If I have to, I'll post a pilot file/log/plug excerpt, but I was wondering if anyone has an idea off the bat.

Knight of the Red Branch rank perhaps?

I don't think the KOTRB rank has anything to do with the Feds, only the Wild Geese. That said, I've got nothing, n64mon, sorry.

Huh. The player has KOTRB, I actually considered it, but came to darthkev's conclusion. I broke the WG's alliance with the Feds, though, and poof! It works. Thanks.

Indeed. Is there a thread or page somewhere listing "Important Things to Know When Building Plug-Ins"?

There's "Cool Nova Hacks," though that's not quite the same. You know, it might be worth putting one together; there are a lot of quirks in the system, planet/system visbits are the big ones that come to mind at the moment.
