Recently, a plugin popped up on the addons page entitled "Spells Expander PC". What is the difference between this version and the regular Spells Expander?

It has been there for quite some time. If you read the description, it says that the only difference is that it was compressed with Stuffit 8.0. There was once a user on the webboards who had a problem with Stuffit Expander 8.0, so Stark solved the problem by compressing it with Stuffit 8.0.

This is correct. Only difference is the compression.
