when do you get to use the book of Alchemy(ranger's book) or book of Conjuration(conjuror'as book)?

You never actually "use" either book. They are supposed to be the books that you learn the spells and potions from when you grow every two levels. And even after you have learned all of the spells and potions, you still can't "use it" and the description still says that it has spells/potions that you cannot understand.
