Tim's TCs for EV are generally considered as TCs, but in the strict sense of the word they aren't really... they basically use the EV galaxy, with the same systems and spobs. However, the Rebels and Confeds are replaced with new governments(which, perhaps unfortunately, are rather similar to their EV counterparts) with new ships, graphics, outfits and missions.

Unfortunately, my plug-in Retribution (which is rapidly nearing the halfway point in regards to completion) is a 'true' TC. However, considering that many people consider a TC to be a plugin that is supposed to contain 10000000 systems/ships/spobs/outfits/missions, requires a fifty-person team to develop, and disappears off the face of the space-time continuum after a few weeks and great fanfare, one could consider Retribution to be a 'quasi-TC', in which there is a new universe but the plug-in actually has attainable goals and is eventually released...
Regarding systems (quantity over quality):
Currently, as a practice, I've written all the spobs and stations in Retribution to have both a personal ambience unique to the area, and also a general ambience shared by the spobs in that particular government, general region, economic division, or physical area. I think that (to a certain extent) knowing the psychological makeup of the citizens of a certain government or empire (or even region) and their history can be very helpful in making larger numbers of memorable systems.
UT has a unique job in that his world descs must adhere at least somewhat to Star Trek canon, while someone making up his own universe is freer in that regard.

Well, I'm not completely making up my own universe. I'm making up the majority of the galaxy, sure, but that's only because Firefly only ran for 14 episodes (11 in the States), so it never really had time to establish many worlds.

In my opinion Relm of Prey was pretty much the most like a TC. Its universe was all too familier but it had cool concepts in its missions and I remember only a few ships thatwere from EVC.
