Does Ambrosia plan to release the specifications of the file format used by EV Nova for Windows?

I haven't heard anything so far, but I wouldn't doubt it. I've been trying to find out if the convertor works with .bin's, and if it does, I would just write directly to the data fork. It would work in theory, but I haven't done the research required.
