I want to make a small plug and i have ResEdit and NovaTools. The "About Novatools" says to copy/past the NovaTools.res document into ResEdit preferences-does it mean the "NovaTools 1.0.0" document or something i dont have? I copy/pasted NovaTools 1.0.0 document int the prefs, but nothing is seeming to work right.

Yes, you paste the contents of the NovaTools resource document into the ResEdit Preferences file, and save. After that, you should be able to open an EV Nova plug-in, see that the EV Nova resources have special EV Nova plug-in icons instead of standard ResEdit icons, and open and edit them. NovaTools only activates while you are editing an EV Nova resource - it doesn't modify the behaviour of ResEdit otherwise.

Umm....thats not happening.
a) Open the ResEdit prefs into resedit. Open the NovaTools resource file (it looks like a Mac Jack-in-the-Box) c) Select all the resources in the NovaTools resource file (they get outlined in black) d) Hit Command+C to copy e) Hit Command+V to paste into the ResEdit Prefs file you have opened. If it says you are going to replace any resources, just replace them. f) Save and quit
Now when you run ResEdit, any Nova resources will have a plug-in icon.
