I have noticed a little inconsistency between the EV bible and EV data files with respect to the compgov field. I wanted to confirm exactly what the situation was.
In the EV bible it says that the compgov field should have govt number 0-127 in it. In the EV data files I notice they use the govt resource ID (i.e. 128-255).
In EVO the bible says the same thing but the data files seem to reflect this i.e. numbers 0-127.
My questions are a) Is the EV bible wrong in this respect? What happens in EVO if you have, say, 128 in the compgovt field (as might happen if you were converting some EV data to EVO)?

0-127, in this case, probably refers to the Index IDs instead of the Resource IDs. Check the "Game Constants" at the beginning of the bible for more info. Entering a number below 128 in a ResID field can seriously F*** your OS.

To clarify - this is a question about how EV/O interprets the field. Looking at EV Data shows that govt res IDs seem to be used, despite what the bible says. Looking at EVO Data 1 shows that govt index IDs seem to be used, in accordance with what the EVO (and EV) bible says.
Like Neon Soldier says, Matt Burch is probably reffering to the index numbers, which go from 0-xxx
ResIDs go from 128-xxx.

Actually, ResIDs go from -32768 to 32767. However, touching any below 128 is not recommended as it screws things up.
