I would have to assume he was wondering how K147 and B33 activated the hypergates. If so its becuase the rank has the flag; planets of this government will let your ship land regardless of mincoolness.

More or less. I was wondering what exactly K147 was, but found out it was the hypergate rank, which is what gives you access. Since you're replying here anyway, how would you make hypergates cost a certain amount to use, without bribing them?
When you are making the spob, there is a field called "Fee". Just put in here how much the person has to pay to land on the spob.

This fee will be deducted automatically (no dialogs pop up). When you tell it you want to land, the landing fee is displayed along the bottom of the screen.
