Your best bet would be the EVNEP (EV:Nova Expansion Project) website. Somebody else will have to give you the link, because I've forgotten it.
Anyway, over there they have tutorials on how to use said programs. The only site I can think of.

I just found the ResEdit that I needed, I have something that will and make it easer I can upload it to you if you want it or check the EVO site add ons.
