According to the EVO Bible Annotated Edition:
0x0020 Ignore ships of this govt in the DoGoodSamaritan function. The Bible does not explain what a "DoGoodSamaritan function" is, but it is thought that this means that, acording to HellHunter, "if it's checked then the ships of that gov won't help the player with fuel and sh--." It has also been speculated that, in the words of MattJ131, "it means that when a non-enemy ship gets attacked by anyone, ships with the function on will defend them." This, however, is true of AI type 4 (see düde) as well, so it may be that Matt is incorrect. The truth of the matter is not known at the time of this writing.
I've heard another explaination that I can't remember now. Anyone else know for sure?
