Emalgha...dead. The "EVO galaxy" is comprised of Galactica (sort of imperialistic) the Confederate Alliance (loosely based on the EV Rebellion) and the Tribunal (only small, and based from the remnants of aliens called the I'ase, but comprised of people who hate both 'feds and Galactica)
And pirates. And mercs. But almost all Emalgha are dead. 'couple in all three governments.

Yeah, but it seems that the Voinians and Igadzra are quite common. The Confederate Alliance is made up of almost all races, except only 1 Emalgha (Admiral Yakuza), and relatively few Igadzra and Miranu.
Don't forget the Raiek,Sijak,Haorn and Skraine.
Carno: It does seem like Galactica is mostly Voinians and Igadzra, but that's not really true. There is a fairly even distribution of species, but in webstories we talk about the military most often and those two are just the races that the military has the most of.

To clarify...
Reign of Chaos 3 has three "galaxies" (each about the size of the EVO map, or slighter smaller)
EVO Galaxy - Milky Way The good old place. However, the Voinian-Igadzra alliance (it's a bit more complex, and this description ignores two entire governments, but that's not too important) pretty much forged everyone else together. UE and Zidagar fled to another galaxy, and the others became Galactica.
When the UE and Zidagar returned from the other galaxy (Ross 154) after a long time of stealing and raiding, they were mostly defeaten. However, Galactica resistance forces - the remnants of the Zidagar, the "Mercenary Alliance", the mobile Zachit and the Azdgari rebels formed into the **Confederate Alliance(/i), opposed to Galactica.
During RoC II, everyone fought a Ross 154 race, the Prylak. Another Ross 154 race, the Haorn, beat them in their home, while we crushed their attack force into our galaxy. Now, Prylak have split a bit - I'll talk about that later.
Also, a resistance force, supporting neither the 'Feds nor 'Gal (those are how I shorten it, the leaders might hate it ;)) was formed - called the Tribunal. They have few ships compared to the major governments, but they are powerful vessels, and they have some interesting techs. For RoC 2 veterans, the Tribunal formed from a political break in the I'ase, an alien race from beyond the crescent. People who are new shouldn't try to understand all that. The result is a headache.
Just to finish, the few UE that surviveed Galactica reformed into the Terran Alliance, and have de-stabilised the hyperlink into their system - the one with F-25 in, which is now called New Sol, and the planet is called Terra. They have gone through to Ross 154 again, and formed some colonies.
Ross 154 Pretty alien galaxy. Thousands of races evolved, fighting each other. Eventually, nine came to power through slavery and "evil". These 9 were called the Nine Leech Races. Of them, the Prylak were the strongest, and went around creating havoc. Eventually, when they sent some of their army to the Milky Way, another Leech Race, the Haorn, took the opportunity to strike quickly into the heart of the Prylak. The Prylak were decimated.
Part of their government broke off and formed the Raiek Dominion, which now exists. Prylak "thinker" slaves - their tech researchers, in days gone by - escaped from the Prylak hold, to form the Sijak Free League.
To summarise, this galaxy has three races - Haorn, Raiek, and Sijak, along with a few mining colonies the Terrans made (they can get from New Sol to here via a jumpgate)
(b)Eta Cassiopea** Empty galaxy, except for the Skraine, a mysterious race who live around the jumpgate from Eta Cassiopea to Ross 154. They ran from the Prylak empire long ago, and are now building up there lives once more.
Eta Cassiopea holds many secrets, which I'll reveal later.

Galactica has 2500 assorted vessels. The Confederate Alliance has 2000 assorted vessels. The Tribunal has 750 assorted vessels. The Terrans have 500 assorted vessels. The Sijak have 5000 light vessels. (fighters, mainly) The Haorn have 2000 heavy vessels. (destroyers and cruisers) The Raiek have 3000 assorted vessels. (not definite) The Skraine have...get on AIM, Shade.

PS: That ship count's a bit confusing. To simplify, Haorn are probably the most deadly.
Esponer, recall the character I emailed you about? I may have figured it out, at least in part. If I see you AIM I'll talk to you, otherwise I'll email you in a bit. Looks like he'll be a "'Fed," however, or at least loosely allied with them.

Anyways: The Skraine evolved on a world with eighteen small continents,ranging in size from 4/5 of Australia to 1/4 of Australia. The various continental empires developed sea travel around the same time,and the Age of War began. During this time,military technology advanced drastically,while socially the Skraine remained a group of warring dominions. The Skraine developed space travel,and colonised the closest five systems. Their worlds were on the edge of Ross 154. After several hundred years of frenzied warship construction,the first Prylak scouts appeared in their skies. The Skraine banded together into the Skraine Interstellar Coalition of Worlds,and tried to fight the Prylak. As the overpowering Prylak fleets advanced on Chau'Skria,the home system,the remaining ships were sent through a natural wormhole into Eta Cassiopia,under the command of Magistrate K'Sarragh. My plan was to start it there,as the Skraine colonise and explore the new galaxy.
But since Esponer thinks that the Skraine were already there,I will bow to his judgement. The number of Skraine systems will be small,but with many bases in the asteroid rings,as well as on the worlds themselves.

Asriel, I asked BattleDoctor, and he said he'd be perfectly happy with 1000 or so Tribunal ships, and 1000 or so Terran ships. So I made an average for you and kept the Terrans the same, since I don't mind.
Jess, it's simple. We've got three new players, and they all say "we'll discuss on AIM". They post "we'll discuss on AIM sometime" when I'm ON AIM! They are all obviously online, but I think they are a bit confused. <smiles> Actually, I've talked with Draco and Payback already.
