You can only get it if you play for the Igadzra in the strand war. Their missions start in the bar on Kitrak - Miranu space - after you have done the diplomatic relations missions. I'd recommend going for them as well - the Plasma Siphon is the only secondary weapon I use pretty much :), and the Igazra is not a ship to be sneezed at!
By the way.. you get the PS after about 4 or 5 missions for them. Just keep going to Igadzra bars if they don't continuously give you new missions.

How did you get rid of it? It's fixed and goes with you to new ships.. and sound - I don't think I've heard it much, playing mainly on emulator... you don't mean the Ziddie phased beam do you :)?
