To make a plug-in you need a good editor for one thing. I personally use EvEdit and Resedit for some of the neat stuff.
EvEdit comes with a readme, as will all other editors. Just type "ev override editor" into a search engine and you'll get something.
You'll also need a graphics package and a 3D graphics package for, you guessed it, graphics. I suggest Adobe Photoshop and Strata 3D.

The Grulan system? My best guess is that you mean the Voinian ships in the Gualon system when helping the Hinwar? Can you verify this.. or be more specific :)?
thats right the gualon system. but now i have to fight a huge armada of voinian warships
If you want to cheat download ResEdit. open one of the EVO data files and make whichever ship you have stronger... It's as simple as that

You get an Igazra loaded up with Neutron turrets. It'll do all the damage you need.

To make plug-ins, I recommend using ResEdit... EV-Edit is NOT cool. Not cool at all. Blech!

Anyway, I completed that mission easily with my UE Cruiser armed with 4 phase turrets and an Energy Nuertron Turret (I have the plug-in for the extended Pareen Station missions). I don't know if you've done the appropriate missions yet, but a UE Cruiser can be even more helpfull then a Igazra when outfitted right. And although phase turrets are blamed as being really uneffective against armor, with 3 or more turrets that fact doesn't become nearly as true.
