I can't seem to get the first UE mission. I've already done the trading one.

Get a higher combat rating? Go to Luna? Get the Miranu trading mission? (or is that the one you already gone and done?)

You need a higher combat rating, "dangerous" I think. Then go to Luna and get it. And you need to either have a "Upstanding citizen" or "role model" rating to get the mission.
