I've done pretty much everything else in the game except side with the Voinions, how and where do ya do this, I wanna have a blast at some UE scum!

First off, this could have easily been answered by experts in my Question? post.
Second off, try killing off a few UE destroyers and stuff in Voinian space. This may work it may not. Just try it.

Voinian missions are available at Pax Station ONLY if you HAVE NOT done the "Rescue Voinian Defector" mission. Once you've done that, you can't do the Voinian missions without editting the resource.
Oddly enough, you can do the whole UE/Emalgha/Hinwar objective and start the Voinian missions. You can't finish them though due to the changes in the galaxy after the objective has been finished.
BTW, it takes a fairly high combat rating to get the Voinian missions, at least a competant as I recall.

Increasing your legal status by destroying UE ships will NOT do ANYTHING about the flags that were set by doing other missions. ONLY if you HAVE NOT done the Voinian Defector missions will you be able to start the Voinian missions.
You can do ALL the UE missions including the Voinian defector ones AFTER you've started the Voinian missions however.
