Gov't Relations

Here's an idea. There could be a resource type that has the IDs of two gov'ts and whether they're enemies or allies. This could be switched on or off by a mission bit.
Ally and enemy aren't the limit either. There could be a status called "Cease Fire" where it's just like enemies except they won't shoot at each other.

Or at least give each government a rect of enemies/allies rather than a single field. That would allow for more complex politics...
