I know you have to do missions, but where do they start?

It starts in New Toronto, I think.
The Anna Balashova mission series starts on New Taranto in the Talii system.
WARNING: Spoiler Ahead! Just scroll down.
You can to find her on Freeport or Gorky in the Riomor system. If one of the planets lets you land, then do! You'll be assigned a mission to destroy renegade ships in the system 1 jump south of Lothe. You'll then have to land on the planet where you find a small settlement. Finally, you'll be asked to rescue Anna from the Nadir in the Lothe system (I'd recommend getting a couple Turncoats or Helians, at least, as escorts) and take her to Knox where you'll be rewarded with 2.5 million credits and permission to buy ALL UE ships, including the UE Cruiser.
