Why do people hate me? Sometimes when reply people get pissed at me. What I'd do? Also what programs do I need to make a plugin for EV/O.

Shmelta V, ResEdit, EV-Edit 3.3.2 (don't use ANY other version), EV or EVO Developer's map.
Graphic Converter, Photoshop, MakeSpin, and any other graphic program helps a LOT.
