Where can I get neutron guns, and why cant I buy any cannons for my crescent warship? It says four are allowed but I cant buy any. WhY?

Neutron guns can be bought from the Voinians, after the obligatory missions, of course. Also (so I've heard) on Paaren Station after the PAaren missions.
The reason you can't put guns on your warship is that you already have cannons. In EVO, they take up both kinds of slots.
