Im pretty sure the way I got it was first you have to be a member of the Zachit. Then there is a series of missions that they will ask you to do (bar-based ones) of ridding the area of renegades. The real point will be to test the Miranu Gunship, and after the missions are over, you will be allowed to purchace it. Im pretty sure this is how you go about it.
