The best way is to use an in-line format like GIF, JPEG or PNG, since these are already compressed. GIF's are limited to 8-bits depth only, PNG's are not yet universal currency, so I usually use JPEG's.

It is possible to compress PICTs as well, so I usually just use PICTs for stuff on my own computer. As far as the web, however, obviously, you use GIFs and JPEGs. GIFs, yes, are limited to 8-bit, but for graphics with lots of solid colors it is better - so a logo would be better in GIF and a photo would be better in JPEG. EV/O screenshots should be GIF, if in any case it's what you're using it for.
