Eugene Chin, the Confederation is supposed to be ruled by a senate, but it is really just a curtain. From behind this curtain is the real ruling body. However, that's just my theory.
Swithich, i will tell you what i have been telling Consul Bob since he and i started talking about the story: Chill out. It will start once everything is in as perfect an order as possible.
Seeing as Cheezy_Cracker has taken a merc slot as well... We still need a Confederate second subbordinate. If at all possible i would like to get an experianced player in the last slot in an attempt to balance out spl_cadet's experiance. I fear that the story will die before page 2 with all of spl_cadet's skill...

Well, all slots are full... So i will not work more toward starting the story. The story will start sometime tomarrow unless something comes up. If something comes up, it will start friday. This thread will be maintained for the majority of Out Of Context (OOC) discussion.
One thing we should do first is create and place fleets.

Cadet, as you read in the first post: Players will start with 5x their total income for initial fleet ammounts.
That implys that players may place these ships wherever they wish. I did not mention that the initial money is for ships only. I should have. You must spend every bit of the cash or it is wasted. remaining funds do not go into the gov's treasury.
Yes, but the players should have their fleets created and placed prior to this starting, otherwise whoever goes first is just going to get ganged up on.

If they're just a curtain, why pay money to have them eliminated?
(As to the Proton Turret question... The only places with both outfitters and sufficient technology to sell them are Earth/Stardock Alpha, Evildrome, and Akio a.k.a. the "Giant Turtle Will Deliver Us From Evil" Planet. Since Rebel Capital Ships use Proton Turrets, it seems a logistical problem. The Rebellion could have them delivered to the shipyards where they're needed, but that would set up long, vulnerable supply lines. Or maybe they're just rippin' em off of dead Confederate ships. Ah, just ignore me, I'm rambling... again...)

Everyone, please post your initial fleet counts here before posting on the story.
Just a quick question before that: Is it 5x for each player or for the government as a whole?
So to get our fleet cost we just take the price of all the ships in our fleet (set at the local shipyards) and make sure that the total is at or below 5x our budget right?

Yes, except that it works out much better if the amount is per government, otherwise it's an obscene number of ships:
First Fleet of Liberation: 5 Rebel Cruisers=70 50 Rebel Destroyers=140 75 Rebel Fighters (including 20 from cruisers)=9.9
219.9 million spent.
Homeport is Clotho, flagship is RSS King John Sobieski.
My subordinates each have 215 million to play with for their fleets.

Another question, do we have to fund a defense fleet?
Per system defense fleets are designated by the player attacking (if there is no defending fleet already there). According to tentative rules hashed out on IRC, these fleets are equal to 5x the system income, 10x in the case of capitals (and no one post battles when going for capitals).
