I compleate the confed mission and the admiral told me i now can by confed ships but Luna doesn't have a shipyard....Where do i have to go to get the confed crusir?

Do you have any plugs in or are you using a version of EV that is not up to date? Those are the only reasons i can think of why Luna might not have a shipyard.
