Can't get Polaris campaign to start

Hey--long time player, first time poster. I've just completed the Federation campaign, and I want to start a Polaris campaign, as I can see that they have far superior ships. I know I'm supposed to have a combat rating (which I do), but when I go to Auroran bars, regardless of how many times I try, the campaign just won't start. Am I missing something? I'm not exactly in the green with the Polaris, is that the problem?
