Has anyone noticed that the rebels and feds can stop jumping even after they start moving for the jump? Can we do this? There has been many times when I jumped as soon as I entered a system and held J. And found a ship I wanted to kill or board etc. Is there anyway I can do this? I learnt recently about pulling disabled lightnings back into their disabled kestrels with the tractor beam and then boarding the kestrel. So basically to sum things up is there a way to stop when you hit jump and also is there anymore weird things like the kestrel and lightning thing.

Nope, it's one of those things that computer ships can do but you can't. There was some discussion of changing it for EV Nova, but I can't remember whether it ended up happening or not.

Well thats not fair. When I pirate aftr I wait for them to leave so my target can't get away the ships attack me before I can board te ship.

Both the player and the AI have their own advantages. Here the advantage is to the AI, but remember that AI ships become disabled when they reach 30% armour, but the player can keep fighting down to 1%.

that and the monty python, and the fact that the AI never goes at the ships top speed.

Also, the AI never uses anything else except for the standard weapons. The player can beef their own ship up. For example, if you get an Argosy, you can replace the lasers with protons, but AI Argosies just use their standard ones. (except for Ambrosia guys, of course)
P.S. I actually think it's really good how Confed/Rebel ships can stop while hyperjumping. I try to buttkick any Confed I can, so when they jump into hyperspace, I just shoot them. Fun.

It would be a neat feature if the player could do the same, definately -- it makes me wonder why it wasn't implemented for EV Nova.
Ah, I can but fondly remember the days where I would see a Confederate or Rebellion cruiser preparing to jump out of the system, and open fire with my unupgraded scoutship, and, in a moment of dread, see it cancel the jump.

I actually believe that the ships get bonuses (AI Ships) depending on your combat rating. Higher rating, ships go faster, have afterburners, etc.

That's in EVO 1.0.2 with the enhanced AI it received with the update.
