I was wondering if someone could tell me how to Edit the starting money in Res-Edit.

Well, as an alternative to hacking, you could always start the player off in a non-hyperspace-capable (very useless) ship and have it worth a lot of money...
If you wanted to do this in the EV scenario, however, I guess you'll have to hack it.

If I want to have a ton of money, I make it so shuttlecrafts and couriers carry the maxiumum allowed amount of money, and shuttlecrafts cost a few mil. It works very well.

It can't be changed. The best way to do it would be to alter the worth of money in the game; i.e. , do the shuttlecraft thing or make everything cheaper.

Why bother with editing the pilot file, when you can easily download cheat plugin and add on lots of high value items (Lightnings, that 1 M armor, etc), then take out the plug and trade in the ship?

Unless maybe he was thinking of editing the starting money in a plugin... What you could do is have the player start off with an only sellable outfit worth x-cr.And sname it something like insurance money. So when they sell it which they should be told to via mission right away, they then start off with X+10,000 cr. If thats what you mean...
