I think we should force some of the independents to become rebels, as rebels are much more critical.

Which Rebels are still active? I'm pretty sure Kylethekendar is still interested, and The Space Between used to post pretty often.

Kyle and Overrrider are the only current Rebels I'm aware of. We certainly need at least one more than that, and that's if they get two fleets each. We also need both of them to show up a little more often then they do now.

Why dont we just give each government a set ammount of money for ships and allow the players to split up the fleets however they wish?
Here is what I suggest: Confed&Rebels; each get 800M for ships. Lethe, Cydonia, and Independant Worlds each get 150M. Pirates and Mercenaries get each 300M.
Remember, this is per government not per player (except for the independant worls who's government is one player).
This way everyone starts off even in terms of material and it will take strategy rather than brute force to win.

Hmm... Good idea, I must say. However, I would change those values to the following:
Confederation: 1B Rebellion: 700M Lethe, Cydonia, and Independent Worlds: 300M Each Merc: 150M Each Pirate: 100M
The would make it even: The 'Feds are the economically strongest players The Rebels are nearly as strong as the 'Feds, but have a naturally underdeveloped economy Lethe, Cydonia, and the Indys are all small single planets Mercs get paid well for their services Pirates aren't able to make nearly as much as anyone else, as they are the least powerful players
I have a question for ya all. Would independent players and others...(excluding major govs.) be able to capture ships and such. I know that wouldn't be very good for independent players reps but... (criptic grin) (Pirate fleet to a freighter) You will lower your shealds and surrender your ship. (freighter) NO. calls for help from an independent planet (independent ships disable entire Pirate fleet. The freighter has been disabled to. Independent player takes the ships to the planet. kills the crew and has a nice fleet and some free stuff} (/criptic grin)

In a general sense, I would agree, but don't set fixed values yet. We don't have tech prices worked out yet. Your proportions look fairly close, however.
I've also been thinking that Mercs shouldn't really have a default income. They get a fleet to start with, but after that they should get money and ships etc. from those who hire them. Pirates could get a small regular income from raiding convoys.
Capturing Would probably be a bit more complex than I want to get into. If anything, it would probably be Pirate only, but limited to the point that it wouldn't help to much. I suppose it's possible that they could occasionally get a free Corvette or something that way.

Well, if no one else volunteers, I'm sure you'd certainly be better than no one. I hope once per night or two would be enough, and if not, we may just have to make due with it. Thanks for volunteering, and I'll keep you in mind. Unless we get someone who could be significantly moe active, you're probably it.

IMHO, tech prices should be assigned based upon fixed values. i.e. each point of armor costs x credits, each point of shielding costs y credits. And each percentage of deviation above a standard mass : protection : agility ratio should cost a fixed value of credits. That is my opinion.

Many modern mercs (although mercenaries are technically illegal) belong to an oprganization that pays them living wage, but skims on the money they make through intra-organizational contracting. So mercs should get some income. However, I suppose that the interplanetary empire you are offering them should suffice in substitute to pay

Capturing ships should be okay as long as the ships are available on the civilian market and they only occasionally capture war vessels.
Here is some stuff I want to throw out at you:
Governments have the virtually unlimited discretion and liberty to organize themselves and their fleets however they want, as long as it is clearly defined, correct?
Fleets can be split into infintesimally small units in multiple systems, correct (or if not, this should be allowed as this is a free webstory)?
Players can only capture two systems per page and one system per post?
Once a government's systems are completely eliminated, the government ceases, correct?

On another note, will we be able to come up with new tech during the game? At least will it be possible to utilize tech developed in the actual EV scenario like the particle/tractor beam?
Yes, that would make sense, to use the tractor and particle beam, but no new tech.
My feeling is new ships allowed within reason, no new weapons, other than fighter bays. Particle/Tractor Beams allowed for their respective governments.
I'm also fairly certain Skyblade won't be involved, so let's tenatively say that Jimbob is Rebel President.

I'm not entirely sure if Rak is ready as of now, but he most likley will be by the time we have the teams sorted out, if not I'm sure he will let you know.
