Skyblade, are we going to be allowed to design new ships and weapons? In the interest of simplicity and fairness I suggest no new weapons and ship must be priced according to how much each weapon is with speed being about $1,000 per AU/h, $10,000 per point of armor, and $25,000 per shield point. And $50,000 per manueverability, with shield recharge costing about $75,000 per thing.

New ships and weapons will be allowed, although I'm going to spend some extra time on how exactly the pricing system works. It will probably be somewhat along the lines of your idea.

Personally, I'd suggest no new weapons and strict limits on new ships, if you don't want this to break into mass arguments. I think the familiar tech, that everyone understood very well the capabilities of, was a major factor in the stability of BfS I. Once you start adding weapons, that opens the door for arguments. New ships wouldn't be such a big deal, but they'd have to stay reasonable, i.e. 4 turrets max, no more than 2 or three at most of any type of weapon launcher, etc.

Here a few ideas and suggestions for you to consider.
Government Advantages: Each government gets a special power based upon their galactic role.
- Confederation: More kills when defending - Rebellion: Higher capture limit - Mercenaries: Ability to customize ships - Pirates: Ability to capture ships when a planet has been taken over - Independents: Large defense fleet - Lethe/Cydonia: Ability to "steal" unused cash from anyone's core worlds (when they are taken over)
Official Rulebook: An online set of comprehensive rules
Public Disclosure: Whenever a rule is created or modified, the players must be e-mailed
Government Freedom: Governments can organize their heirarchy and player responsibilities without limitation
Additions to Defense Fleets: Ships can be purchased for planetary defenses

On behalf of the First Mercenary Squadron, I request no new weapons. Lack of a familiarity with what weapon characteristics are is what led to the problems of BFSIII. Also, with no new weapons and set prices for stats governments will be forced to create interesting new types of ships instead of the bigger, faster, stronger ships that plagued BFSIII. And a core component of the set prices for stats is that weapons all be from ingame. Otherwise it becomes meaningless. I do like the special powers idea though.

Actually, Mac, there were quite a few new ships in BFS I (Confed Osprey, Rebel Komodo, Typhoon Assault Carrier, et al), but we never had stats for them. There weren't ever really any arguments, because the story was so unstructured.

The point is, they all used EV's traditional weapons. That's more important than the ships. Everyone here knows what the effect of a torpedo or Missile is on most EV ships, and it isn't hard to figure out what it does to a new ship. But what happens when a salvo of HALO Missiles goes off in a cluster of fighters, or when an HNR broadsides a Freedom Cruiser? That's a bit more open to debate. There was also the scale issue in BfS III, at least in terms of numbers of weapons on each ship. Skyblade's recalibration seems to have taken care of that, though. I think this time, we have the makings of a good story.
At least, until I screw everyone over with my unconventional strategy. Actually, it'll still be a good story at that point, though I don't know how happy everyone else will be with the Cydonians and our friends running the galaxy.
