Umm, I have only gotten as high as Role Model and Good Egg in EV for my rating for that government. I have Role Model in almost all of the Independent systems, and Good Egg in a couple of Independent and in almost all of the Rebellion. I have completed all (I think it's all) of the Rebellion missions including the Tractor Beam one and the Cloaking Device one, also the Alien one, and some other major ones. So, there's higher than Role Model and Good Egg? What do I have to do to get higher?

Yes. There's higher than that. It's Pillar of Society and Honored Leader. You have to be very good to get that rating. I've only gotten it a few times before.

The highest I believe is Pillar of Society. Just kill that government's enemies.
