The Confederation reacts when you attack an Astex ship because, like most governments, they don't like it when you start shooting at their citizens.

Again, they protect Astex for the same reason they protect their other citizens. As for ConEx, I assure you that the Confederation has no more bias towards them than to any other independent vessels, including Starbound and UGE. You can even look it up in ResEdit yourself, if you want.

Suddenly the Overlord screamed from hyperspace and slowed, hailing Earth.
"Planet Earth, Confederation Capital, you are well aware of who I am, I really don't need to ask do I? But here goes: I demand tribute!"
The Overlord launched it's Hawk fighters and fired two warning shots, Ransom checked the targeting scanner.
"Fire!" He shouted.
The Overlord produced a volley of missiles and turret fire, crippling several ships and destroying one other... However the confederation was too strong they hit back and disabled the Overlord's weapon systems, as Ransom limped away into hyperspace Earth recieved a Communication:

Overrider, how do you get a ship with speed 190 to have excellent turn, if i may ask?
In other news, my fleet has arrived at Palshife, and will be departing for Armstrong shortly, after arranging to take an elite team of Rebel technicians with me. No speculation at this time please, David doesn't need any help.

Well, it is logical. Perhaps the ship has numerous turn jets, but a small number of thrusters? Having a craft with little speed yet fast turn rate is very much possible...

Tell me, how does a single independent planet get rid of anything bigger then a Rebel Warfleet? They've got defenders and corvettes...If the Rebellion needed to get somewhere that required passing through Levo, they could do it, and easilly. And if Levo denies passage to any Rebel ship, then they would have to do the same for the Confederation...
Heh, who thinks I should take my fleet through there on the way to Armstrong? I could go around, but I like challenging things like this... unless you guys think I shouldn't. I'm not scared of Levo, after all, I've taken them over in the game with lesser fleets than what I've got here.
And Skyblade raises a good point, David. Unless they're joining the Confederation officially, which based on the text for the planet I can say with good certainty that they will not do, They'd have to block Confed stuff too. Not legally, but if they didn't the Rebellion could take that action as an act of war...

Given the culture of 'liberty' that is prevalent on their worlds, they could lose a great deal of solidarity if they attacked an independent planet. Macavenger, feel free to take your fleet through if you want, but please, no one-post battles. Nobody here knows what's happening in the internal politics of the various parties involved, so no one person can determine the outcome of a battle that was started by more than one person.

Exactly. During World War II, neutral countries refused to help any side, axis or ally, because it could be declared an act of war. Turkey wouldn't allow allied ships to pass through the Istanbul Strait, but at the same time wouldn't allow German or Ittalian vessels to pass. If your country (or planet, in this case) is listed as neutral, then that place is expected to live up to its title...
Believe it or not, governments have the right to control who enters their territory. If the government of Levo feels that it is discontinuous with their interests to allow the rebel military to enter their system, they are free to do so. Any foreign vessels that enter Levo's territory are doing so only as a privilege granted them by that system's government.

Then in that case, the government which has been disallowed to enter the system has every right to declare the reason as an act of war. If the Confederation is allowed to pass through Levo space, yet disallow Rebel warships and supply vessels from passing, then that vertainly sounds like an enemy of the Rebellion...
First Minister Jaffa approached the cameras. It was rare that an announcement by the government of Levo was deemed important enough to be simulcast on all the major hypercomm networks.
"Friends, I come before you to clear up a misunderstanding, a misinterpretation of my previous remarks which, had we been less fortunate, could have plunged our peaceful planet into war. The government of Levo has no plans to take sides in the civil war. We have merely decided that it is no longer appropriate to allow foreign military vessels to travel through our territory. While it was a Rebel vessel to which this decision was first applied, I assure you that the same restrictions will be applied to both governments. Civilian vessels will be allowed to travel our space unhindered as before."
"Furthermore," he continued, "Levo and several of the other independent planets have determined that it is in our best interest to form an alliance to protect peaceful trade in our territories. With a central co-ordination post established and our resources shared, the alliance will be able to ensure an adequate militia to protect our people from the pirate attacks that have become so frequent of late.
Just to add depth and clear up any questions, I'll give a little background here on Jaffa. He's spent most of his adult life in politics, having been elected to the Levo Governing Assembly in the last days of the Great War. After the war ended and Levo had voted to return to independence rather than remain within the Confederation, Jaffa was re-elected to the new parliament, where he served with distinction and gradually moved up the ranks of the Levo Centrist Party, which has formed the majority of the governments since the return to independence. Jaffa himself is now in his third term as First Minister, and he is still, like his party, quite popular with the people, although there are some who feel that he should retire and allow someone younger to take the helm of the party (and, therefore, the planet).

If you own a mercenary fleet, then Levo would have to let you pass through their space, because technically you side with nobody. You only work for the governments that pay you well, correct?

Secretary of Defense Avivo, however, had an idea. "Why don't we just try to negotiate a formal alliance with the Independants? Any Confederate who then passed through their systems would then be declaring war on us, and we would have more ships to back it up. I hear the Independants are developing some advanced patrol ship and weapon systems."
