How do I get the UGE Redemption mission? I have completed the UGE Smuggling ones 3 times but still can't get it.

You need to be "caught" smuggling and thrown out of UGE. 1/5 of the time you successfully do the UGE smuggling mission, it will have a different outcome-- you will be captured and fired instead of paid.

It's been set up so that you can't tell (unless you cheat) whether you're playing the mission where you succeed or the mission where you fail. However, the failure mission begins in Rebel space, while the success does not.

Even if you meet all the requirements, there's only a 1% chance of getting the failure mission (compared to 5% for the success).
By the way, why are you so anxious to get fired from your well-paying job at UGE and receive a criminal record?

If you are caught trying to steal UGE cargo and are fired, you'll lose the UGE missions in the mission computers and get a criminal record just as you would if you were caught attacking another ship. The only way to restore the UGE missions is to complete the difficult and rare UGE Redemption mission, which only pays 50,000 credits. All in all, getting caught smuggling is ~not~ something you want to do.

The specific government that you lose points with is United Galactic Express, but keep in mind that they're liked by entire galaxy except ConEx and the pirates.
The UGE failure isn't really a mission string of the sort you should try to finish; it's more something you should try to avoid.
