You seem to have embarked on the Rebel Pursuit mission string, my excitable friend. The first mission should be simple: you pick the mission on Ruby, land on Sauron (thus setting mission bet 39), then go to the Sauron bar. Nothing else is required, so I don't know why the subsequent bar mission (which is prompted by bit 39 having been set) doesn't show up for you right away...
Would you by chance be using a plug-in right nowone that might be interfering with normal bit-setting and -clearing? Or are you using a pilot file that you've used while playing a plug or two? That's all that I can think of.

I had the same problem. You must get an Ultimite combat rating for it to work.

Are you getting other offers in the Sauron bar? Sometimes if you don't accept all the missons that show up in a bar, the person won't show up. Accept all missions offered, then go back to the bar WITHOUT aborting any of the other missions. The person you're supposed to meet might be there. If they are, just abort the other missions you got and be on your way. This happened to me once or twice- good luck!
