It is a weapon that is aqcuired by doing the Rebel mission string.
What it's function is, is that it holds the targeted enemy (who must be in the range of a beam) as still as it can. Fighters usually turn very slowly under the effect of the Tractor Beam, and most ships can't move at all. In technical terms, it has a negative impact. Most weapons push the enemy away using a function in the EV/O engine, while the Tractor Beam does the opposite. It pulls the enemy (however, the enemy does not get closer to you), completely stopping it in it's tracks, and slowing it's manฤuvreability severely.

Yes, an excellent item to have. It seems to keep the target from using secondary weapons. It also is useful for quickly swinging in behind your target...

It doesn't stop them from using secondaries, they just normally don't because it won't fire unless it's perfectly aligned.

More specifically, it is a stolen Confederate weapon given to you when you complete the Astrodyne Outpost missions.

Another cool thing is, if you use it while a ship is entering hyperspace it will freeze. The ship cannot move, thus you can shoot and disable it.
