YES!!! THEY ARE!!!! Judging by Mizra's last post, I think he is encountering something along these lines. I have no idea what, but I'll try to put in my two cents and give a little info on what might be happening. OK, here goes...
In EV, there are two parts to a weapon. One, the weapon itself. And two, the outfit that lets you purchase the weapon. So, when you are buying a weapon, you are actually buying an outfit that puts the weapon on your ship. Also, I've noticed that weapons that have an "X" usually tend to be outfit with no pic in their data file. I've found a few plug-ins that fix this, but I don't remember which ones (I'll have a look later).
So, I don't exactly understand what is going on, but I hope some of my information helps.
Yes, it is just unidentified. Does anyone know the normal weapons space of a Confed Cruiser? Mine has over 1200. That seems a bit extreme. Perhaps it was because my cruiser had a name.
Meanwhile, I have done more experiments. The "Weapon X" seems to replenish the supply and outfit of neutron blasters in any ship--you don't have to have the amount of tons required. The selling price varies from system to system, almost suggesting that the weapon was intended for trade. Although it has 4, (each supposedly taking up 200 tons), they do not appear to be as massive. I sold them, since my need for neutron blasters is very small. I now hold 920 missiles and 200 torpedoes.

If you were able to sell it, you should be able to buy it back.
I looked at the EV data resource in Res-Edit, and found that the Confed p‘rs resources all have two extra weapons: Gunboat bay and Particle beam. However, both of them have oŸtf resources, and neither of the oŸtf's are 200 tons. I also looked at the ordinary Confed cruiser, and none of the oŸtf's were 200 tons. Strange. It must be a bug.

I bet it's the gunboats becoause they don't have ammo. Thats why they don't work. (example the Lightning outfit is ammo for the Lightning Bay Weapon.) The "Weapon X" must be the program freaking out because you have a weapon that doesn't work. I guess Mr. Burch never got around to finishing the Gunboat Bay.(or mabey that was the last thing he was doing at 3:00 AM in the morning.)

I have a partical beam, and it is the worst weopon I got. All it does is blast your enemy away and bring it's sheilds down by 5-10%, and it takes up fuel.
I guess it a lastresort weapon I got all the beams on my ship and it was fun but expencive, very!
