Pretty good, Tarquin. With your plan the main friction would be within the Independent Navy (between ship mates who were enemies, now expected to function as a team).

(Sort of like in the US today, where some Southerners (I am from there.) are still "fighting" the Civil War (idealogically speaking)...)

But it might work.

This talk of disbanding the CSN doesn't sound that good too me. After all, we've seen that the Aliens weren't really extinct after the Great War. Who knows how many more cruisers could be lurking out there? And without CSN, who will deal with the pirates.

As for Confederate compensation to the independent worlds, what for? Nobody except the Rebels claim they've been oppressed, and even they don't have any solid proof. I'd be more worried about Rebel compensation to the families of all those civilians that they've murdered.

So far, I think PlanetPhil's instrument is the best.

It won't work, people...

It is just too complicated to be solved at a stroke.

The Rebellion and the Confederation have been fighting for years... they are a) not going to stop at a moment's notice, laying down their arms...

...because they don't trust each other.

So they need some external threat to bind them. A massive invasion of enemies, so they will unite before a common enemy.

Sorry to disappoint you, Kaptain, but I am a loyal citizen of the Confederation, whose benevolent protection has been spurned by the ungrateful rabble of the Rebellion. Or something like that. I must agree with rebel council, though: your stirring words from before would indeed bring tears to my eyes were I not your ideological foe, of course!

Which is all very well for those of us who have our Corvettes, Kestrels, etc. But think about all of the merchants you find in the EV galaxy. The average space pilot has what, an Argosy? Without CSN, piracy levels would increase greatly, and there would be nobody to defend the traders, either Confederate or independent. Vigilante justice just wouldn't do the trick.

The Confederation may not be a perfect government, but who is? They're certainly not as bad as the Rebels claim they are, and treat civilians far better than the Rebellion does.

What guarantees do we have? How do we know that as soon as our ships have been absorbed into the confed navy you won't turn their guns on us? How do we know that in a couple of years you'll remove our voting privalleges?

I respectfully disagree. We almost all life by the "Code" (rooted in the Terran Code of the Seafarer) to assist another ship in distress.) (And the average pirate has a Clipper. If your Argosy cannot take a Clipper ... stick to the safer trading routes (such as Sol - Eridani - Vega - Pollux - Tau Ceti). Reward requires risk....

When I am hailed to aid a ship in distress, I almost always respond. (I only refuse when my sheilds are already too low from my own battle.) I have confidence my fellow space travelers would help me ... as I would assist you (assuming you are a civilian or a Rebel).

Note: If I encounter a Frigate-Destroyer dogfight, I will usually monitor their battle. If the Destroyer seems in danger of losing or tying, I will flank the Frigate and help out a little. (This is rarely necessary though. Usually an AI battle goes to the Destroyer.)

Claim: As an Indie (with STRONG Rebel sympathies) I REGULARLY get attacked without provocation by the Confeds. There have been only three (3) times -- in hours of gaming -- when Rebels have treated me this same way.

A peace treaty is too much, You should start with a cease fire, with robust terms for handling minor breaches. Try to tone down the war to something like the situation between Pakistan and India.

My rough draft:

Confeds recognize the existance and authority of the Rebel government in certain regions of space, Rebels recognize existance and authority of confed government in certain other regions of space.

Rebel and confed navies agree to a Cease Fire. Unarmed ships are permitted to move freely through confed and rebel space. Armed vessels, or vessels carrying munitions may be detained by rebels when in rebel space, and by confeds when in confed space. Any vessel may be subject to search according to the local government laws. {insert rules on search and seizure}

If the Cease fire is breached, the attacked party can respond with all necessary force to repel the attack, but may not pursue the attackers beyond their space. 24 hours after the attacking force is repulsed, this Cease fire is automatically reestablished.

Confed and rebel agree not to launch "deep" attacks (eg, no confed raids at palshife, no rebels attacks at earth). {insert list of restricted planets}

Covert activity is OK if nobody is killed. Large scale sabotage, big lies, and propaganda are OK as well. Kidnapping and assassination of high-ranking government officials is forbidden. {insert list of protected persons, ranks and offices}

Engagements between warships in Independent systems are not considered a breach of this Cease Fire, even if ships are lost, thousands killed, etc. If a warship in the engagement was escorting a convoy of non-combatants, the non-combatants can be seized by the victors but not killed or destroyed unless they attempt to flee {insert rules for seizing non-combatants in independent systems}.

Each party will make a good faith effort to recover survivors from the other's ships after an engagement, even if the engagement was a breach of the Cease Fire. Any survivors recovered must be treated as POWs. All non-commissioned officers must be ransomed or traded according to the following schedule {price list for various ranks}. Officers and government officials can be held indefinately. If an officer is ransomed, the price must be individually negotiated.

{details about how POWs can be treated. Interrogation, torture, rape, starvation permitted, brainwashing, "accidents" forbidden.}


This should provide a enough room for military gains to be made while protecting large areas of space and large segments of the population from the war.

the rebellion will never join the 'feds they will join each other in a New Alliance
1. all patrons for both gov'ts will keep their position and ships.
2. their colors will be red.gray, and blue(the colors combined).
3. the hq of this world will be moved to a once independant world(so not to arouse arguments or quarrels of the two old gov'ts)
4. all traitors will be dealt with accordingly(executed or released)
5. those worlds who do not agree to join will become independant, and their gov't military force will be traded for civilian militias.
6. those systems who do not agree to these terms will be treated as pirate systems, and cut off from galactic trade.

Hey, why not build a big space station in neutral territory, where the rebels and confeds can work out there differences peacefully. It would be a dangerous place, but it would be worth the risk because it would be our last, best hope.....

i dont know either. maybe lots of the reb/fed defect and become pirates, and the pirates rule in more than four systems and they start attacking the newly joined reb/fed fleet since its going through changes. 😕
